If I were a taxi driver and a couple of drunken thugs wanted a ride, I should like to refuse them.
 

A driver can refuse a passenger if they are clearly intoxicated... however they are not supposed to decline based on where you are going or how far that may be. Of course though in the middle of the night in town this policy rarely applies. People should report it more to the taxi council.
