I've seen articles where this was planned in the past but I'm not sure if it's been implemented.
I'm pretty sure that there's currently no WiFi aboard the trains but need clarification and I'm wondering if WiFi would still work from inside the trains even if WiFi is not onboard the trains?
If I bring a smartphone onto a train will it work on a WiFi connection? especially on the Cranbourne Line to the City. I need to know because if I would be able to access websites via WiFi on Melbourne public transport (especially trains), I will buy a smartphone but not if I can't.
I'm aware that WiFi poses some health risks through radiation.

There is currently no WiFi access aboard trains (incidently I travel on the Cranbourne/Pakenham line). You do occasionally see access points popup as you travel but at the speed the train moves they are out of range again long before you could even connect.
Your best option is just to get a good data plan with your mobile provider so you can use 3G on the phone. I routinely browse forums while doing my daily commute via my iPhone.

I find it quite fast, but I am also on Telstra who have good coverage/speed. May be different situation with the other providers blackspots.

djbass, is it possible to turn on/off the WiFi and 3G on the iPhone? Basically turning the iPhone into an iPod.
Does anyone know the effectiveness of WiFi around the CBD? Would there be WiFi coverage from inside trams, at train stations or along major CBD streets?

WiFi yes
3G depends on your carrier, Telstra seem to have disabled the ability to change data settings, but there are patches out there that fix that.
WiFi is patchy at best in CBD. There is no citywide WiFi network or public transport network. Telstra do have a city based WiFi network but coverage is patchy and the connection requires verification via SMS which is fiddly. There are plenty of cafe based WiFi networks around though.
So if your plan is to roam the city and soak up free portable WiFi access your out of luck, but if you are happy to sit and relax at a cafe or eatery there are hundreds of options available.

Telstra's wireless network is rated as the fastest wireless network in the world at 42mbps, i have it and it's really fast, when they first upgraded it to 14mbps it was rated as the first wireless network in the world, now it's 42mbps and remains to be 8 times faster than any other network.
