Moving To Melbourne Advice Please

I currently live in Canberra and husband (retired) and I are moving to melbourne in a late March. I will be working in the city so as long as I can get a train,bus or tram to Flinders street I'll be fine and I'm willing to travel up to an hour.



Not having a great knowledge of Melbourne and it's surrounds I just want to find out what it's like, rather than listening to Tourism Victoria tell me everywhere is shangri La



Firstly we are looking for a safe area, I know that burglaries are everywhere but we'd like a place where you feel safe enough to walk about without fear of being mugged or coming across too many hoons and druggies. Somewhere people aren't afraid to say hello. We'd also like a suburb where we don't feel like we're foreigners, (no I'm not racist) but I would like somewhere where English is the most common language spoken.



Somewhere you can rent a decent 3 bedroom house with a garage for less than $450 per week.



Somewhere not too far from the water however no sand flies (hubby's allergic).



Weather's not too much of an issue as I don't think there's any city in Aus that's colder than Canberra in winter and during normal summer it can get to 40.



School's not an issue as my boy works full time in Canberra but may look at joining us in the near future so somewhere there's plenty of work choice not too far away could be good.



Maybe I'm asking for Shangri La, but any advice you can give me would be greatly appreciated
